Program Manager

Erika Olson is a Program Manager directing Freestone’s environmental services contract with the National Oceanic and Atmospheric Administration (NOAA). She manages support for NOAA’s Office of Response and Restoration (OR&R), which is a center of expertise focused on preparing for, evaluating, and responding to threats to coastal environments, including oil and chemical spills, releases from hazardous waste sites, and marine debris.

Erika directs Freestone staff operating out of NOAA facilities across the U.S in work for OR&R projects. She creates program-specific budgets for fiscal and calendar-year requirements. She tracks and analyzes budget spending and provides forecasting. Additionally, she builds recruitment plans and executes the recruitment process with various clients for positions such as economists, biologists, and budget analysts. She develops program-specific policies and procedures to meet contract and program requirements. She manages employee inputs and task requirements to ensure statement of work needs are met and completed on time. She successfully negotiates staff hiring and manages in-processing and administrative requirements to expedite effective service delivery to the client. Furthermore, she analyzes complex contract and legislative language to determine impacts and benefits. Erika has over 15 years of client management and services experience with 7 years of project and program management at NOAA. She has managed federal contracts ranging from $3 to $12 million in value.
