Environmental Scientist/Regulatory Specialist

Chris Haas is an environmental scientist with over 16 years of experience in regulatory compliance associated with hazardous and radioactive waste management and remediation. Chris has extensive, current knowledge of environmental regulations and permitting including the Clean Air Act (CAA), Clean Water Act (CWA), Emergency Planning and Community Right-to-Know Act (EPCRA), Resource Conservation and Recovery Act (RCRA), Toxic Substances Control Act (TSCA), Department of Transportation Hazardous Materials Regulations, Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), and the National Environmental Policy Act (NEPA).  In addition, Chris has extensive knowledge in all aspects of waste management including waste characterization, designation, handling, packaging, and transportation of hazardous and radioactive waste, including low-level, high-level and transuranic.

For over 7 years, Chris has been developing CERCLA documentation to support site remedial and removal actions for various operable units at the U.S. Department of Energy’s Hanford Site.  These operable units include waste sites, burial grounds, and former chemical and radiological processing facilities. Chris has experience in every aspect of the CERCLA process, from initial characterization through site closure, and beyond to the operations and maintenance phase. Examples of documentation developed include Data Quality Objectives Summary Reports, Sampling and Analysis Plans, Remedial Investigation/Feasibility Studies, Action Memoranda, Engineering Evaluation/Cost Analyses, Waste Management/Control Plans, Data Management Plans, Treatability Studies, Records of Decision, Operations and Maintenance Plans, Data Quality Assessment Reports, and Remedial/Removal Action Work Plans.

Chris has served as an environmental compliance officer and environmental project team leader for the Hanford Site 200 and 300 Areas Accelerated Deactivation Projects. He was responsible for oversight of all activities and for ensuring compliance with state and federal environmental regulations for more than 20 buildings undergoing or awaiting deactivation and decommissioning (D&D). Chris has also served as environmental compliance officer for several operating facilities on the Hanford Site’ Central Plateau, including T Plant, 222-S Laboratory, the Low-Level Burial Grounds, and the Central Waste Complex. Chris has consulted on D&D projects at the Rocky Flats Environmental Technology Site, Idaho Environmental and Engineering Laboratory, and Brookhaven National Laboratory.  

To all tasks, Chris brings hands-on facility operations experience, having worked at several treatment, storage, and/or disposal facilities on the Hanford Site to support facility operations, waste management, deactivation, and closure activities.
