Matt Mills
Environmental Scientist
Matt Mills is an environmental scientist and has over ten years of experience in regulatory compliance in the hazardous and radioactive waste management fields. Matt has extensive knowledge of current environmental regulations and permitting including the Clean Air Act (CAA), Clean Water Act (CWA), Emergency Planning and Community Right-to-Know Act (EPCRA), Resource Conservation and Recovery Act (RCRA), Toxic Substances Control Act (TSCA), Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), and the National Environmental Policy Act (NEPA).
Matt has experience with writing and reviewing CERCLA documentation. Examples of documentation developed and reviewed include Work Plans, Proposed Plans, Waste Management Plans, and numerous DQO Reports, SAPs, Waste Control Plans, and Action Memos. Matt also brings more than 6 years experience working in the regulatory community for the Washington State Department of Ecology, Nuclear Waste Program as a Permit Writer and Project Lead prior to joining Freestone. During his time with the Department of Ecology, Matt developed, reviewed and issued a (RCRA) final status Part B Permit for the U.S. Navy.
Matt has spent the last 2 years as environmental compliance officer (ECO) for various radioactive and hazardous waste facilities at the Hanford Site. He has experience with performing field inspections, regulatory interface meetings, conducting NEPA evaluations, providing air emissions interpretations, and providing oversight for spills and cleanup. In addition, Matt has served as environmental project lead (EPL) for various radioactive and hazardous waste facilities/reactors at the Hanford Site.
