Environmental Scientist

Sarah Horn is an Environmental Scientist with over eight years experience in regulatory compliance and hazardous waste management.  Sarah has knowledge of current environmental regulations and permitting including the Resource Conservation and Recovery Act of 1976 (RCRA), Clean Air Act (CAA), Toxic Substances Control Act (TSCA) and the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA). Her recent experience includes developing Removal Action Work Plans and supporting engineering and air monitoring documentation for preservation of the B Reactor (a National Historical Landmark), and with Deactivation, Decommissioning, Decontamination and Demolition (D4) of 200 Areas Radioactive Buildings at the Department of Energy’s Hanford Site. Sarah has also written, reviewed and implemented facility permits and regulatory documents, including Waste Management Plans, Sample and Analysis Plans, Data Quality Objectives, Procedures, Facility Risk Assessments and a facility Hazardous Waste Permit. 

Sarah gained an in-depth understanding of hazardous waste management and environmental oversight from her prior work at the Umatilla Chemical Depot and Chemical Agent Disposal Facility.  This U.S. Army installation is a Treatment, Storage and Disposal Facility located in eastern Oregon. Chemical weapons are stored at the depot and consist of various munitions and ton containers containing Sarin (GB) or VX nerve agent or mustard agent (HD). The disposal facility uses high-temperature incineration technology to destroy more than a quarter of the nation's original chemical weapons. There she acted as an Environmental Specialist and gained extensive knowledge of Federal and Oregon State regulations.  While in Oregon, she developed and implemented a Hazardous Waste Tracking Program, provided regulatory oversight support to the facility as an Environmental Representative, and interpreted and implemented the facility permit. Sarah also provided oversight for sampling activities, document development and document review for the Comprehensive Monitoring Program at the Umatilla Chemical Agent Disposal Facility which includes sampling of invertebrates, water, vegetation, small mammals and air.
